Summary:
The Internet leadership race is on, and it matters because it has to do with national competitiveness and productivity as well as national security, not to mention its educational and social benefits. The issue is how to define national Internet leadership. The goal here is to come up with a reasonably objective, mostly measurable index. Active discussions among specialists on this matter are needed, given the fact that there may be omissions, and statistics may not be available.
